• What is an occupancy permit?

An occupancy permit is a legal document that certifies a building is safe and fit for habitation or use. It is typically issued by the Rwanda Housing Authority (RHA) after a final inspection confirms that the building complies with all applicable building codes, zoning laws, and safety regulations. This permit is required before a building can be legally occupied or used for its intended purpose.

• How to apply for an occupancy permit?

Simply visit : new.irembo.gov.rw

• What do you need before you start applying?

Here’s all you need.

• You must have an account. To create an account, click here.

• A company Tax Identification Number (TIN)

• A valid mobile phone number or email (optional) to receive updates and track your application.

• Steps to apply for this service

Step 1: Visit IremboGov at new.irembo.gov.rw and log in to your account. If you don’t have one, click here to learn how to create one.

Step 2: Under Building Permit Services services, select the " Occupancy Permit service.

Step 3: Click “Apply now” to start the application process.

Step 4:  Fill in the Land owner’s details.

Step 5: Enter your plot's UPI, the system will automatically retrieve the zoning and location details.

Step 6: Fill in your building and development information.

Step 7: Provide the Architect/engineer's and the project information

Step 8: Fill out all the information requested.

Step 9: Upload the required documents in the correct format and click Continue.

Step 10 : Verify that the information is accurate; enter a phone number and/or email address, check the verification box, and click "Create an application”.

• Next Steps and support information

1. Application Processing:

• After submission of your application, you will receive notifications, including the application number that starts with C2***, that you can use to track the status of your application on this platform. 

• Once the application is approved, you will receive the billing number, so you can proceed to pay and get your permit.

Note: 

• You can only pay once you have received the billing number that starts with 88****

• Licensed architects and engineers will charge for these services at a fee outside of this platform.

3. Billing Number Validity:

• The billing number must be paid within 20 hours.

• After successful payment, you will be notified, and you will be able to download your Occupancy permit using your application number
